These steps have to be taken as soon as you try a command that would have brought up a dialog that ends up missing or
it will not work.
- start the LAYER command
- hit Alt + Space Bar (release)
- hit the M key once and release
- hit an Arrow key once and release
- move the mouse to see if the dialog is attached
