It has been reported and confirmed by Carlson Tech Support and TDS Tech Support that TDS Version 4.0 has a timing issue when you attempt to download a file using the HP48 format.

This problem should be addressed by TDS soon.

Work-around:

Export your point file as a *.txt file on the Recon.
Use ActivSync to copy that file to your computer.
Import the *.txt file into Carlson Survey. 
    Go to Point Menu, Import Text/ASCII File.
