There have been a wave of recent call from users who get an error on startup of SurvCADD that Scadutil.dll or Decode.dll
can not be loaded.
It has been discovered that is caused by having Symantec's PC Anywhere active. Apparently PC Anywhere loads its own set
of windows DLLs which being loaded prevent SurvCADD DLLs from initializing properly.
Until further notice the workaround for this problem is to shutdown PC Anywhere (no need to uninstall) before starting
up SurvCADD.
In either case (shutdown or uninstall) you may have to REBOOT the system completely to resolve the problem.
